PROFESSIONAL EXPERIENCE
Delegation of the European Commission to India, Nepal & Bhutan March 2002-2009
Development Advisor, Environment & Natural Resources (Rural Development), Development Cooperation
Responsible for programming, coordinating and monitoring the implementation of pipeline and ongoing projects within the Development Cooperation portfolio in Bhutan, specifically in the areas of Rural Development, Environment and Natural Resource Management, (a portfolio of 40 Million Euro).
More specifically:
Formulated budget support programmes in the area of Renewable Natural Resources and Good Governance for the EC-Bhutan, Multi Indicative Programme (2007-2010).
Drafted Country Strategy Paper and National Indicative Programme for Bhutan (2007-2013).
Responsible for the entire project cycle management; identification, formulation and signature of Financing Agreements for bilateral programmes/projects between the EC and Bhutan in the areas of Agriculture, Medicinal Plants, Livestock production. The Objective of development cooperation in Bhutan is too help alleviate poverty and achieve the Millennium Development Goals through establishing income generating activities at the rural level in a sustainable manner.
Supervision and management of all ongoing project management in Bhutan. Coordination input/technical approval of planning of project workplans, on an annual basis. Responsible for reporting/monitoring; external and Internal audits on project implementation to all stakeholders. Management of the Technical assistance; Long Term and Short Term contracted by the European Commission and management of Teams in the field providing assistance to the Project Task Forces in Bhutan (20 persons in the field under my management).
Participating in tendering procedures (approval of procurement plans/tender dossiers for service, supplies and works, and preparation of contracts, including Technical Assistance contracts(amounting to 15 Million Euro 2004-2009 ); EC Representative on Project Steering Committees and at high level forums in the context of Donor relations with Bhutan and India. Bhutan: Biennial and Donor conferences and consultations; India: Joint/Sub Commissions-Joint Working Group on Environment.
Written articles on best practice case studies of EC Rural development projects in India and Bhutan, contributing to Visibility materials; Support to HQ visits (preparation of visit programmes; briefing packs for Commissioners, Members of the European Parliament, EU Ambassadors, Head of EC Delegation to India, Bhutan and Nepal, HQ Desk officers, Election Exploratory Missions and EU Election Observation Missions to Bhutan); Attendance at specific environmental conferences (i.e. CoP8). I was commissioned to research and write a funding proposal for a comprehensive programme on aspects of biotechnology relevant to the consumer. This information was used to produce an IOCU leaflet, and for notes at International Conferences on Biotechnology.
The paper assessed the impact of biotechnology on developing countries; assessment of the International and National legislation in place; loopholes in the regulation; identification of problems in technology transfer, assessment of needs criteria for the technology and potential health/environmental risks associated with the use of the technology.
